In a large bowl, whisk vegetable and sesame oils, vinegar, soy sauce, mirin, chili oil, sugar, garlic, and ginger. Add cabbage, carrot, scallions, basil, cilantro, sesame seeds, and peanuts. Toss well and serve with sliced sausages.
